I've decided upon a 4G64/63 hybrid. Here are the quick details:

BOTTOM END:
- Stock 4G64 7-bolt block
- Stock 4G64 7-bolt crank
- ACL bearings
- Wiseco 9:1 compression pistons
- Eagle rods
- Balance shafts NOT REMOVED
- Piston oilers added
- Lightweight flywheel
- ARP hardware

HEAD:
- 1G head
- 264/272 cams
- 4G64 DOHC cam gears
- Upgraded springs/retainers/etc
- ARP hardware

AIR/FUEL:
- 1G TB
- OEM dual runner intake manifold
- EVO III 16G turbo
- Bigger injectors
- Better fuel pump

EXHAUST:
- EVO III exhaust manifold
- EVO III O2 sensor housing
- 3" exhaust

CLUTCH/TRANSMISSION:
- Rebulld to fix that 1st gear
- Quaife or Kaaz LSD (gravitating towards Kaaz)
- Centerforce or Exedy clutch

OTHER:
- External oil cooler
- DSMLink
- About a zillion other things upgraded/enhanced like IC pipes, FMIC, etc

Basically the theme here is to "do as much as I can with OEM Mitsubishi parts as possible." Of course, if an aftermarket part is clearly better for my purposes, I will use it.

Keep in mind that this build is primarily for the street. Reliable, well-tested street power is what I'm after here.
 
If you are going to use the Evo III exhaust manifold and o2 housing, then don't you also have to use a different downpipe or modify the existing one?

You're quite right. I'm planning on using a Road/Race Evo III-style downpipe and cat. From there, it'll be three inch all the way to the end.
