Look under the car and see if you see a Fuel Management Unit(looks like a cirlce with 2 hoses coming off it)under the car, near the gas tank, near the passenger rear wheel. You could run a simple 7/8psi boosted setup on the stock ecu with an FMU and a 255lph pump.
The manifold is most likely a t3 flange, it will not work with mitsu flange types. Better off buying a new turbo, A china charger off ebay will do or if you can find a good name brand even better. Just make sure to use a restrictor (1/16 inch) on the feed line.
The front 02 sensor is most likely your current issue. Don't just play the guessing game and throw new parts and sensors at it. Get the car scanned if you don't have an obd2 scanner.
Remove the Fan that's in the way and get that o2 in there. No front o2 sensor can cause a no start, Driving without one I wouldn't even attempt and explains your no power symptoms . It Doesn't know what to do without the front o2 so it just dumps as much fuel as possible.
If you dont have inspection then just replace the cat with pipe. It'll throw a code, but wont cause any problems. You can get a 3" GST catback on ebay for like $140 with test pipe included.

They're not necessarily worse, they perform like you painted a oem pack red lol. Quality has went done over the years. They output the same as OEM, so you'd be buying a red coilpack that will probably fail.
