seatbelt question

My hubby just bought a 99 eclipse and told me that the drivers side seat belt (lap part) doesn't tighten, like you can literally climb right out if it. I know this can't be safe! ? I haven't found anyone doing any "parting out" so I can grab a seat belt, and no luck at pick and pull. My question is how hard would it be to replace it completely and where can I get a brand new seat belt?
I am a newbie so all of your help would be appreciated. Thanks in advance.
