How are you trying to turn the crankshaft? With a longish 1/2" breaker bar/ratchet I hope? Also, make sure you rotate clockwise when looking at the crankshaft pulley though the diver side fender well.

I think I paid about $70 for mine by piecing it together using -AN fittings, -12 hose and turbo outlet flange from racepartsolutions.com and I even had like 3 ft left of -12AN hose.

DO NOT take it off. I did it and it was a pain to put back on. I contacted PR and they told me they weld the tubes with the wastegate already mounted so it's not really meant to come off.
It depends in the specific 1/2" torque wrench you're looking at. My 3/8" SnapOn is able to torque the 4g63 head as well as the cam gear bolts and even the cam cap bolts if that's what you're referring to by "torquing the cam".
