Start with the repair. Does it have a fuel pressure gauge? Fire up the fuel pump manually with car iff. See how fuel pressure reacts. Make sure no fuel is flowing out of the pressure source.
Your logic is very flawed. Safe for pvc so it's safe for metal??? No. Lye eats aluminum. Doesn't mean people don't use it. Leave it on long enough lye does damage aluminum. Your exhaust manifold is cast iron. You can use it but oven cleaner would be easier. It's Also lye and you can spray it on.

Dont just go replacing parts. I'd check for a leak first. Boost leak check the car and possibly do a vacuum check. Possible a simple vac leak.

Just take a tensioner and see how far the hydraulic piece sticks out. The arm should be flat so if you can put the pin in the grenade, the gap is exactly how far the piece sticks out. It's probably wrong but I've done it this way for 20 years.
