It may not seem like that but under boost you might be seeping oil out and its running down the head. I would try to sort this out before installing a nice turbo like that. get your maintenance done before you add more power.
As the belt turns your belt does loosen and regain tension but only a very small amount. I assume all of the slack was on the tensioner side when you put the belt on?
