With 4 screws I highly doubt it, Like I said I didn't want to paint it. I know plasti dipp peels right off but I didn't want to go that route because having to re-tape it and to re-spray it, just takes to long. I rather Just bolt the lip right up and call it a day. Keeping it Simple :D
You said your plugs are soaked, check your coolent temp sensor, your ecu thinks more fuel to add sometimes when the sensor is faulty, that's why the plugs are soaked, test the sensor. Probably why it won't start, could be a possibility.
