Does sound like lifters. I usually let the car idle for about 10-15 minutes and then drive around a bit gently. The noise usuall goes away in 15 minutes if you got good oil pressure and good lifters. If it keeps making noise for longer than 30minutes I alway check the oil pressure

Are you sure that your comprestion tester working right?Do a leeak down test to make sure vlaves, rings, and gasket is ok.Oil could be just the valve seals. Not neccesary the ring. Maybe PCV.
